Paraguay’s Itaipu Dam was created over half a century ago by an agreement between the fascist dictatorships of Alfredo Stroessner of Paraguay and Emilio Garrastazu Medici of Brazil. Years later, the unequal treaty over the largest hydroelectric dam in the Western Hemisphere remains a source of inequality for the Paraguayan people.
